We are a bit behind over here,why did Gibbs leave?and does McGee leave as well,we are still getting over Kate.

At the beginning of the two hour season finale, Gibbs receives some information about a planned terrorist attack on a ship. Immediately after, he is badly injured in an explosion. He remains comatose for the entire first part, remembering his wife and daughter who were murdered.

When he regains consciousness, he has amnesia and can't remember anything after his wife and daughter were killed fifteen years ago. The director contacts his former supervisor, Mike Franks who visits and helps Gibbs get his memory back. Gibbs remembers that Mike had resigned after a terrorist attack that NCIS had received intel on and that could have been prevented, only the people in charge never acted on the intel.

When Gibbs gets his memory back, he heads back to NCIS to try and stop the attack. Again, the officials do not want to do anything because they're worried about how the public will perceive it. So everone on the military ship dies. Like Mike Franks did years ago, Gibbs turns in his resignation.
