I believe it is both. Bytheway, I think this health care bill is a welfare system.

When I lived in France the income tax was higher than the US, the salaries were lower, and the VAT was deadly. When Weicker instituted a state income tax in Connecticut, he promised that the sales tax would be lowered. As you probably know, that never happened. Once a tax is here, it is here forever. The more power and tax money you give Washington, the more they will take, and you will never see that money again. Although I dearly loved living in France, I would never wish the French system on us. The VAT would be a big step towards both instituting a socialist system, where everybody lives in sub par housing and is unable to buy much, and empowering the bureaucrats in Washington to spend all our money for us. Anyone who has experienced the VAT knows what the Devil looks like!
