While I agree with this in theory, I'd like to know...with what money? Is this something that was included in this year's annual budget?

The reality is that the WPCA volunteers are not engineers either. AND they are not accountable to the voters either.

I agree, they have done the best they could do...they are, after all, volunteers. BUT it's time for the folks running the town to step up and take control.
