I answered this around mid day but was working on something else and apparently hit clear rather than submit. I didn't have much specific to add but will try again.

I'm not an expert on DEP practices. At the town hearing (Antolini) there was a DEP rep there. He avoided a specific deadline but made it clear they have other projects waiting on funding and they wouldn't have any problem finding another town to spend the money on.

Other than the obvious effects this would have on people owning property in the town center, I don't know that there's anything to add.

There is a green angle to the plan in protecting the river. I'm less likely than you to assign motives and assume that if someone supports something he/she must have a direct stake in it.
