I wasn't there but it sounds like O'Reilly walked through 2 budget options, making the point that it was going to be tough to get a reasonable budget without significant staff cuts, given contractual teacher salary increases. It may be intended to motivate talks with teachers about re-considering the contract.

Also not sure the 4.9% budget option was presented as a "best-case" scenario. It was probably more like the wish list budget, less the staff cuts that would be needed to get the budget within hailing distance of something that might fly with the Brd of Finance.

Things should get more serious when the BOE is given a specific budget proposal to act on and after that, when it's submitted to Finance.
