People who propose early retirement programs almost always estimate savings based on the assumption that everyone who accepts the offer would have kept working for years. In many cases you will end up losing money paying someone to do what they would have done anyway. If the incentives become too common or predictable, you could even end up encouraging workers to hang on another year or two anticipating an incentive offer in the near future.

On the teachers refusing to open up the contracts, they're kidding themselves if they think there's any other way of avoiding a bunch of lay-offs given the size of the contractual increases and the current budget situation.
