Subject: STOP THE WWTP on the Backs of the Non-Users!

The original approval in 2004 to authorize the $3,118,000.00 million expenditure at the referendum, according to the Ordinance, should not have happened. The town officials got that through the non user taxpayers without them really knowing the ordinance stating that non users are not responsible for all costs including running or maintaining the STP. That referendum can be reversed by way of a quick petition with a handful of signatures to call a town meeting and then to move to a referendum to reverse-invalidate that $3.118 expenditure and get it off the backs of the non use taxpayers. The recent flyer mailed by our tax and spend selectmen is a blatant piece of propaganda, crafted by the minute click to “ram the entire project up the non user’s septic”. There are 195 sewer users and they get- away scot-free with $100 hook-ups. The WPCA cannot even account for the dollars already given to them by the town let alone manage the STP. Now they are starting to panic and this is why they are trying to slam this smelly boy through. The STP is allowing 150,000 gallons of infiltration into the sewer system thereby reducing the capacity for the users. Not one selectman downtown has stepped up to admit it and go and get the problem fixed. The 2 options in the flyer, saying voluntarily comply or reject the upgrade are pure intimidation and threats of; you have choice 1: Pay for it out of your pockets Mr. and Mrs. non user or choice 2A and 2B: pay for it out of your pockets Mr. and Mrs. non user. This is the biggest crock and the non user taxpayers need to shut this down. But, be careful as I understand that at the last board of finance meeting a member of the WPCA threatened to shut off the services to the school and the fire hydrants if the non users (who by the way pay for the water and sewers through the school budgets which come from all taxpayers) don’t pay for the STP. The WPCA and selectmen can’t even tell the people how much this plant will cost to run and maintain daily. Non WWTP user taxpayers install, maintain, repair, replace their septic systems and well systems. The costs for these are borne explicitly by these non user taxpayers. Over the next 20 years, these costs will escalate from $20,000 & $30,000 to $50,000 and $65,000 and these non user taxpayers don’t get one penny, not one red-cent from the town or the WPCA.
No town the like of New Hartford tries to dump their STP costs and fees on the non users. They increase their fees for connections, service and maintenance within their WPCA. They do not burden their non users because it has nothing to do with the non-users! The click will now be telling you that, if you don’t pay Mr. and Mrs. Non user, we will shut the RT-44 strip down and no commercial business will come to town! What? This is insane. There is no commercial business willing to come for a “Canton or Torrington” build as the economic studies show, we already missed that boat. So, what will become of this strip? Well, here are the options; a few nicely built professional office buildings, 55 plus senior housing, condo’s and $100.00 connections if the WPCA does not get their act together. Oh, but be careful of the ones that will tell you the fable story of zoning is commercial so we can’t do residential on 44 so don’t worry. Yep, another crock! Let them tell you how many developers are interested in building houses and condos. How many times has New Hartford “slam &-ram” politicians allowed and supported pushed through zoning changes to accommodate the need of the day? Don’t let them fool you! The STP users can all put in septic systems and if they say their current systems are failing, they can all get approvals and variances. It’s been done that and it is less expensive than a 10 million dollar STP plant that they should pay for as users of the WWTP in the WPCA. There is no reason why the WPCA users cannot pay 1,923 per year for 20 years to pay for their STP. With additional users coming on board for the “commercial development” their annual assessments will reduce. Remember non user taxpayers, this WWTP will NOT improve the value of your home! Fuel, taxes, school contracts, re-valuations, budget increases, tax increases are all coming knocking and the WWTP is not even factored into everyone’s pockets yet. When you look forward, look at everything, not just the little piece meal or chuck of information of the day. This ploy by the few is rotten to the core and they should all be ashamed of what they are trying to do to the people in town by setting false hopes for the 195 users and the insulting tactics against the taxpayers, all, users and non users. This CAN BE STOPPED! People, step up, step out and shut it down now! Last, these three cohorts need to be voted out and flushed out at the next election!
