I don't think Bebe's claimed the Penny Lane character was based on her. I think her claim is she was the inspiration for THE WHOLE MOVIE. Just because Cameron Crowe said in some interview that when he was writing the screenplay, one of the pictures he had up on his wall was of Bebe cheering at a concert. He also said he named the Jeff Bebe character after her. Isn't it funny that Jeff Bebe was the most whiny, insecure character in the movie? How fitting. Personally, I think Cameron must've had a crush on Bebe back then for him to not see her for what she really is. If Cameron had been a major rock star back then, Bebe probably would've tried to get together with him, since she was a such a starfucker/groupie/hanger-on. But she only went after big rock stars and wouldn't go for a lowly journalist. And there's no way the Penny Lane character could be based on Bebe...The Penny Lane character was sweet, generous, and didn't have a problem with hanging with other groupies. Bebe has been notoriously catty towards other women who share similar groupie experiences.
