Let's not forget that 30% of the score is interview. So you only know 2/3's of the story. You might see some girls make top 15 that you might not have thought would make it - but you didn't see their interview. They might be very charming and well spoken and that might have been enough to get them into the top 15.
What is NAM looking for? They are looking for a girl with good stage presense who can articulate well and who is having a FUN time. They are also looking for that it factor. With often times 100+ girls in a division - it is more about a gut feeling. Which girls had that extra sparkle that captured the judges attention? We have been to MANY NAM pageants and I can almost always pick out 2-3 girls who will make the top 5. They are the girls that just grab your attention for one reason or another - you might not even know why... that "it" factor.
And while the NAM queens might not be overweight and unattractive - they aren't always the most beautiful girls in the groups either. But stop and think for a minute about an adolscent girl who is not attractive and might have a weight issue... what is their general level of self confidence? Probably not near that of a girl who is "thinner" and "prettier". There are of course exceptions to this - but in my opinion those girs are generally not chosen because they lack the confidence and not because they are overweight etc.
