As a successful pageant coach I have had the luxury of working with my own seamstress and producing my own designs for each contestant. I can assure you that having her suit made is the best way to go, if and only if you have a good design and an even greater seamstress.
This may sound weird, but as I know it can get expensive for cutom made things, there is a huge circuit for gay pageantry. They often times design and make their own outfits and you cannot beat their skills. If you are around or near where it happens, get hooked up with one of the female impersonators and tell them what you are looking for. Then get a good price, pushing the fact that the extra money they make can recoup lost from their last pageant and can help them get the new outfit they need for the next one.
You may also want to look for designers like Ralph Lauren who often times make cute, stately outfits for girls and even boys that would look cute on a girl.
