This sounds like a really interesting project. The problem looks to be lack of publicity. Where are all the 446 / CB users hiding out? If only people knew about this Im sure there would be more interest.
I have a milatary communications background and also a licenced radio ham. I would be really interested in getting involved with this. If only we could arrange some test transmissions and have various users monitering in the predicted coverage areas. Then we could see what kind of reliable coverage the repeaters provide. Anyone with scanner could listen and provide recieved signal strength levels of some kind....
