The same thing already happens a lot in the US - 446 MHz there is in the 70cm allocation and all manner of trouble has happened with tourists from EU taking 446 kit with them and screwing up repeaters. Heard it myself on many occasions in California.

10mW doesn't sound so bad but when it's a few yards away from a repeater input...
