The CTCSS on the Freeway are standard, the tone numering on the Icom's are not.

The Icom has extra tones slotted between the standard tones which upset the numbering sequence. They also have DCS codes.

If you do not have the instruction manual (which lists the tone freques), the best way is to set the freeway to your preferred CTCSS tone, and while transmitting on the Freeway, step through the tones on the Icom until the squelch opens.
