Alright then they are illegal for use in the UK - Use them if you like but expect to take the consequences if caught !!!

He will not be able to communicate with PMR446 users who are the vast majority in the UK - In fact he will probably NEVER speak to any other user at all !!!!

And he will most likely find that he is still unable to make the contact using 2 or 3 watts as you still have the "Line of sight" limitation and the little extra power won't make much difference anyway !!!!

CB radio may be a better solution in this case.
