Subject: COS line

Does anyone how to make a COS line work on the 446 gateway, I want to make the radio key up the PC when the radio picks up a signal, I am not sure how to do this but looking at some paperwork it seems that I have to put a line in from the radio to the PC to pin 8 on on the com port db9, but does the line have to supply about 5v to the PC to key the gateway, or do I have to make a relay system to short acrosse 2 pins on the db9 plug.
