Not really.

Power is not THAT important. It is the height that makes the difference, then a high gain antenna - this will provide HIGHER power gain, but at the same time provide better receive coverage.

But mobile to mobile over a hill etc just wont work. No matter how much power is used at 446Mhz.

You could use a voip system like eqso, or professional software ( free ipox5 446 version http://aacnet.eu/pmr ) to increase range using an IP network or point to point link, to link two bases etc.

For long range mobile to mobile, VHF is more suited, if thats possible.

If it is mobile range you are looking at for about 250mile range do a google for NVIS (HF) propagation. I think in Africa that is used quite a lot.
