Subject: GE model 3-5828a

This radio is kicking my a**! It has a rf power output of 5 watts with no modulation or receive. I have replaced a blow capacitor, the audio transformer, and the audio ic, I dont know what else to look for in this thing. All the diods and resistors seem to be fine by visual inspection, but maybee thier is something Im over looking, if someone could give me an idea of what parts to check and a pc board location that would be greatly appriciated as this radio is starting to p*#s me off......
