DW - here in King County, if you find a stray and take it to animal control, you can put your name on it and they will call you as soon as the required 72 hour hold is up and you have the option to pick up the animal before anyone else, including rescue. Thats pretty cool, and the reason is that it is practially impossible to legally "keep" the stray and fulfill the requirements to take legal ownership. You have to keep the animal for 30 days, and there are some very specific requirements for notification and advertising -- its very complicated, and I think it is much kinder for the animal and humans alike to just put the dog/cat in the shelter for three days and then there can be no question about legal ownership.
