This child would benefit from social skills training. You could start by playing a playground game where she has to take it in turns, just with you to begin with. If others wish to join in you could negotiate with her and the others - ainm for a win-win result. If she refuses to let them play, ask her why - she may not even know! You could then explain how that she knows how it feels to be left out and how nice it would be of her to let another person join in. if you can do this regularly, you may find an opportunity to reward her in some way for the progress she is making - even a verbal reward such as " that was kind of you to include ~~~~ in our game" will begin to work.
