By explanation, a boy needs to wear panties all the time, then he gets used to it. Often at home I just used to wear panties so I could be observed. Full cut frilly panties are best for this. My mother used to put me in frilled panties with a little pink bow at the top as one example.
Once or twice I was effected by wearing panties like this. If that happened I was spanked on my bare bottom then put into nappies plastic pants and a hand made romper suit with no legs.
