I guess as I grew up there was a dual policy in my upbringing.

I always had bare legs right through my boyhood. Mummy my aunt and private tutor all believed I should be kept as young as possible in appearance whether in my shorts outfits or my skirts.

The dual policy was that I sometimes had my buttocks tightly encased in nappies and plastic pants, sometimes with little shortalls,rompers or tight grey flannel shorts.

Sometimes I wore little frilly rumba panties. These were all high cut and pulled up snugly so the cheeks of my bottom were on display when I was in my little miniskirts or abbreviated gymslips.

I remember one incident when I was 15. I was put in some white frilly rumba panties, a tartan wrap around micro miniskirt, white pelerine socks and red Mary Jane sandals. Mummy held my hand and we went out to the park to meet a friend of hers. We met and her friend said my that little skirt is an excellent idea for your son. It is very healthy allowing plenty of air around him. Mummy then said he is wearing delightful frilly panties that reveal the cheeks of his little bottom. Mummy then said I will show you and in public lifted up the back of my little skirt to show off my panties, she then encouraged her friend to ruffle and feel my panties. Mummy then gave my bottom a little smack to liven me up. She then said when we get back home I am going to put him (Meaning me)back into nappies and his plastic pants. But before I do he is going to be washed and bathed and I will be reddening his bottom as he has acquired to many naughty points last week.

True to her word when we got home I was undressed and throughly washed in the bathroom with a flannel. Mummy then took me into her bedroom and sat down. I had to lay over her lap. She spanked my buttocks with her hand to warm me up, she then applied her leather discipline strap to my bottom reducing me to tears. She then put cream and talk all over my bottom in put me in two sets of nappies and two pairs of plastic pants. This was all I wore for the rest of the weekend (I was changed regularly to prevent soreness ignoring my very red sore bottom).
