When you are at a public place which has several computers within a network (school, university, internet cafe, libery, etc.), then the host server is actually the one that is connected to the internet and therefore has a single fixed IP address in most cases. There is more to it as well just search for it at wikipedia and google.

BTW, thanks I usually have a good sense of humor but honestly the stuff that you (and others) have been posting the last two weeks is not funny but rather annoying and irritating and I consider it to be spam and off-topic. So please stop it or I will ban your IP and make this board message approve-only. Thank you!
