Well, keep in mind that what Brandon told him is completely different from what we know.
They dated for a bit, enjoyed themselves, and he probably told him something along the lines that things didn't work out, but they're still friends.
What in there would get the red flags going until the locker incident, things start to add up, but can still be brushed off, but the more you think about it, everyone has to get somewhat paranoid, and so if he decides to tell Brandon that yes, he is ready to go on a date this weekend, and he sees Billy's reaction, that'll give him exactly what he needs to know: whether or not Billy is being a good friend.. or if there's something Brandon hasn't told him.
I know as an author you really don't want to spell everything out all the time, and I'm not being condescending or not trying to anyways, and correct me if I'm wrong, but that's basically what's going on here. It's not that Stevie is stupid or what have you.. it's just, from what Brandon has told him, there really shouldn't be nothing to worry about... until the pieces start to fall together in his emo head.
