Looking in from the outside (that is, I work out but haven't competed yet so take with appropriate grain of salt), I have a few thoughts:

1) If it isn't a rule already, I believe those who have a pro-card should be restricted to compete as pros in pro events ONLY for all divisions/competing bodies that recognize that pro card.

2) If the pro card expires from lack of competition at the pro level within the specified time (by rules), then the person can continue to compete as an amateur. Perhaps to either regain the pro card or to remain an amateur.

3) Amateurs ought not be forced into pro status even if they're obviously pro-grade and are winning consistent shows. Why are they winning consistent shows in the first place? Because it's unfair they're there? Or is it because the other competitors aren't yet up to the level? Do we hold it against the consistent winner?

Should we say, "Step aside, please; you've won enough times"? The risk is reducing the level of excellence to a lower common denominator JUST because one person wins often.

Correct me if I'm wrong; but I don't remember Arnold Schwarzenegger or Lee Haney being asked to stop competing just because they won so many Olympias. They retired - but were perfectly present to be dethroned by a better competitor!

Okay - having said all that, how to build up a pro class? Encouragement and incentives. The way it currently works. Just add the rule that while holding a pro card, no amateur competing.
