I'd wait till I was 18 and dance as an adult. However, in order to do this you CANNOT start lessons until you are 18. If this is too hard its ok to start before then. Dancing as an Adult in competion with 16 & overs might be ok now but when you get a little older I think you generally want to be with the more mature crowd. This is just my opinion. I know people who prefer the competition of younger dancers but then again adults are a little more mature and its easier to place as an adult.

You are absolutely not to old! I started relatively late (I was 13 and in the 8th grade) but I have loved every minute of it. I am going to be 18 soon and I do not regret starting at all. It is great exercise, fun to do, and there is a wonderful sense of accomplishment that comes along with doing a step right. I would advise calling schools in your area, saying that you are in your teens and wish to start dancing, and go from there! Good luck and happy dancing!
