SUBJECT: DNR RESCINDS KENAI RIVER NEW GUIDE MORATORIUM

The Department of Natural Resources, DNR announced today that, as part of an agreement dismissiong lawsuits
against the state, a moratorium on the issuance of Kenai River sportfishing guide permits imposed by a Division of Parks Director's Order in November 2002 has been rescinded, pending further study of the need for such restrictions.

The moratorium on the number of guide permits issued within the Kenai River Special Management Area, KRSMA,
a unit of the Alaska State Park system, had been challenged by a number of individuals and businesses that employ
Kenai River sportfishing guides. The lawsuits included both individuals and businesses that employ Kenai River
sportfishing guides. The lawsuits included both administrative appeals and a requested injunction and declaration
that the moratorium was unlawful.

Under a stipulation agreed to by all parties, the lawsuits are dismissed, and DNR will complete a public use impact
study on the Kenai River before proposing any further administrative action to restrict the number of guide permits
issued within the KRSMA. The public use impact study, and any proposals for regulatory or policy changes that
may result from it, will be subject to a full public process of notice and comment.
