Concerned Past and Present KRPGA Members

Dear concerned past and present KRPGA members


It has come to our attention that all is not correct within the
Kenai River Professional Guide Association, KRPGA.

The below list of [passed or present] KRPGA members are very concerned about
the MAJOR changes the KRPGA attempted at the Feburary, 2002 Board of Fish meeting.
These members wish to make serious changes in the way the KRPGA is doing
business both today and in the future at our March, Alaska Board of Fish meeting.

If you are a [past or present] member of the KRPGA and are interested in
changing the direction the association has taken, please either add
your name to the below list or just enter a" YES" response next to your name,
and return this email to us. We will be contacting you.

Below our names is a copy of new KRPGA mission goals and Bylaw changes
which we are generating for a new and reorganized KRPGA.
The KRPGA has operated to long without standards and goals,
we feel they are long over-due.

KRPGA Mission Statement

Committed to Conservation & Promoting the
Kenai & Kasilof River Sportfish Charter Industry

The Kenai River Professional Guide Association (KRPGA) has been the
Kenai & Kasilof Rivers leading salmon and trout conservation / charter
organization. Members are dedicated to conserving and developing
Kenai & Kasilof River coldwater fisheries and their watersheds.
The association is constantly involved in working to obtain guided
angler friendly political representatives, teaching kids how important
it is to protect our fishery habitat while also developing those fisheries
resources to a maximum sustainable yield. KRPGA members are
actively engaged in the fight to preserve our precious salmon and
trout resources while at the same time obtaining fair fisheries allocation
opportunities for the Alaskan guided angler.
We as an organization desire to promote professional sport fish access
while minimizing the displacement of private common USER access to those
resources. We as an organization desire to position the KRPGA to be a
platform where our many professional members may have a single unified voice.


KRPGA 14 Mission Goals

KRPGA Goals Listed In Order Of Priority

1.] To protect fishery habitat on the Kenai & Kasilof Rivers and their watersheds.
2.] To maintain the genetic purity of wild salmon & trout stocks.
3.] To promote fisheries conservation and a maximum sustainable yield.
4.] To preserve our precious salmon and trout resources.
5.] To obtaining fair fisheries allocation opportunities for the Alaska guided angler.
6.] To maintain equality between similarily situated guided and nonguided anglers.
7.] To maximize professional common USER access to Alaskan sport fishery resources
while minimizing the displacement of private common USER access to those resources.
8.] To maximize communications between the KRPGA leadership and its membership.
9.] To maximize communications between the ADF&G and the KRPGA.
10.] To promote only a general sport fish common USE and not generate sport fish
common USER conflicts by supporting exclusive type sport fisheries within that USE.
11.] To always negotiate in good faith with any agency or group but never
" volunteer to surrender " current members rights to gain regulatory control of any
issue. Unless approved by a majority vote of the KRPGA membership.
( All for one, and one for all, RULE)
12.] To promote the KRPGA as a platform where many separate professional sport fish
guide voices may become a single & unified voice.
13 ] To work to obtain guided angler friendly political representatives.
14.] To teach kids to protect fishery habitat while developing to a maximum
sustainable yield.

NEW KRPGA BYLAW

ARTICLE III, Section 12.

All major KRPGA positions or changes in current positions shall
only be voted in by the general membership. If a rapid response vote is required,
the general membership shall be queried by email or telephone a
minimum of 24 hours before establishing or changing a major positon.
A majority of at least 20% of the total membership must approve the first
query to establish or change a major position. If the first membership query
fails to receive at least a 20% membership verbal or email vote,
another query may be made within 48 hours of the first.
A second membership email or telephone quiry will require only a 10%
majority approval, to establish a major position or position change.

DEFINITIONS
------------------------

A MAJOR KRPGA POSITION IS:
An association view which has been revealed by a majority vote of
the general membership.

A MEMBERSHIP MAJOR VOTE IS DEFINED BY
A majority of at least 20% of the total membership must approve the first
query to establish or change a major position. If the first membership query
fails to receive at least a 20% approval, another query may be made
and will require only a 10% majority approval.

A RAPID RESPONSE VOTE IS:
A vote made necessary because the KRPGA is being required to create
or change a major association position decision without enough time to
have a general membership meeting.

RAPID RESPONSE MEMBERSHIP VOTING is totally possible today.
Internet email technology has evolved to a level where we can guarantee
one member one vote.
