Proposed changes to the Kenai River Professional Guide Association

Dear KRPGA Board of Director Nominee:

This letter is being sent to you in an attempt to get your personal response
to the below proposed changes to the Kenai River Professional Guide Association,
KRPGA.

The below information contains future changes to KRPGA Bylaws and includes
a KRPGA Mission / Goals Statement. We are requesting that you review this
information and let us know if you agree or disagree with the proposed changes.
If you agree with the proposed changes please type the word " YES " next to your
name and then return a copy of your letter to ccpwow@gci.net
If you disagree with any part of the proposed changes, please type the word " No"
next to your name and then please specifically address each point you disagree on.
We are planning to work out any potential conflicts before Nov. 12th.

The below past and present members of the KRPGA are infavor of the
below changes. We are requesting that you let us know if you are also
infavor of these changes.
We ask that you respond to our request before Nov.10th.

If we do not receive your response by Nov. 10th we will be forced to leave
a question mark next to your name and that information will be sent to the
general KRPGA membership before Nov. 12th.
The below past and present guides have paid or will pay their KRPGA
dues and then plan to vote in the the coming Nov. 12th KRPGA election of officers.
Our group of guides plan to only vote for members who also agree with the
below changes.

PROPOSED KRPGA CHANGES

KRPGA Mission Statement

( Note : "Maximum sustainable yield" has been changed to "optimal yield ". )

Committed to Conservation & Promoting the
Kenai & Kasilof River Sportfish Charter Industry

The Kenai River Professional Guide Association (KRPGA) has been the
Kenai & Kasilof Rivers leading salmon and trout conservation / charter
organization. Members are dedicated to conserving and developing
Kenai & Kasilof River coldwater fisheries and their watersheds.
The association is constantly involved in working to obtain guided
angler friendly political representatives, teaching kids how important
it is to protect our fishery habitat while also developing those fisheries
resources to an optimal yield. KRPGA members are actively engaged in the
fight to preserve our precious salmon and trout resources while at the same
time obtaining fair fisheries allocation opportunities for the Alaskan guided angler.
We as an organization desire to promote professional sport fish access
while minimizing the displacement of private common USER access to those
resources. We as an organization desire to position the KRPGA to be a
platform where our many professional members may have a single unified voice.

KRPGA 14 Mission Goals

KRPGA Goals Listed In Order Of Priority

1.] To protect fishery habitat on the Kenai & Kasilof Rivers and their watersheds.
2.] To maintain the genetic purity of wild salmon & trout stocks.
3.] To promote fisheries conservation and an optimal yield of fisheries.
4.] To preserve our precious salmon and trout resources.
5.] To obtaining fair fisheries allocation opportunities for the Alaska guided angler.
6.] To maintain equality between similarily situated guided and nonguided anglers.
7.] To maximize professional common USER access to Alaskan sport fishery resources
while minimizing the displacement of private common USER access to those resources.
8.] To maximize communications between the KRPGA leadership and its membership.
9.] To maximize communications between the ADF&G and the KRPGA.
10.] To not support exclusive type sport fisheries within the general sport fish USE
unless approved by a majority vote of the KRPGA membership.
11.] To always negotiate in good faith with any agency or group but never
" volunteer to surrender " current members rights to gain regulatory control of any issue.
Unless approved by a majority vote of the KRPGA membership.

12.] To promote the KRPGA as a platform where many separate professional sport fish
guide voices may become a single & unified voice.
13 ] To work to obtain guided angler friendly political representatives.

NEW KRPGA BYLAW

ARTICLE III, Section ?

All major KRPGA issue positions or changes to current issue positions
shall only be voted in by the general membership.
A Rapid Response Membership Voting System, RRMVS may be used
to email querie the general membership on major issues.

The Board of Director's may determine if the RRMVS shall be activated.

a.) If the Board finds it necessary to activate the RRMVS, the general membership
shall be queried by email a minimum of 24 hours before establishing or
changing a major issue positon.
b.) A majority of at least 20% of the total membership must approve the first
email query to establish or change the major issue position.
c.) If the first membership query fails to receive at least a 20% membership
email vote, another email query may be made within 48 hours of the first.
d.) The second membership email quiry will require only a 10% majority approval
of the total membership to establish or change a major issue position.

DEFINITIONS
------------------------

A MAJOR KRPGA ISSUE POSITION IS:
An association view which has been revealed by a majority vote of
the general membership at either a regular KRPGA monthly meeting or
through the use of the Rapid Response Membership Voting System.

A MAJOR ISSUE VOTE IS DEFINED AS:
A majority of at least 20% of the total membership must approve the first
query to establish or change a major issue position. If the first membership
query fails to receive at least a 20% approval, another query may be made and
will require only a 10% majority approval of the total membership.
