The Soldotna / Kenai AC early run recommendations appear to conflict with themselve.
These recommendations attempt to "share the sport fish conservation burden" but the AC then turns
around and abandons guided sport fish anglers by basically placing that burden on them.
We believe these recommendations do not resolve early run problems they only move them around.
If the AC is truly interested in sharing the conservation burden it may be done by members relating
a version of the following illustration to the Board of Fish.

If 90% of any sport fishery were harvested by men and 10% by women and we wished to share a
conservation burden, you need only apply general restrictions to both groups.
General restrictions would result in the men absorbing 90% of the restriction and women 10%.
This relationship is a mathematical certainty and cannot be disputed.
An attempt to remove fishing days or hours from only men may result in some form of shared burden
with women but it would be very hard, and maybe impossible, to calculate the correct number of
hour or days to fairly share that burden. General user restrictions which are applied to all users
would automatically force the men to absorb 90% of the conservation burden and women 10%,
thus resulting in a real sharing of the conservation burden.
The Board of Fish must be told that attempting to discriminate against only men or guided anglers
is a backward way to truly end up with a fair shared conservation burden.
