There is a major flaw in your rules! The problem, as I see it, is this: You only have weight limits based on bore and stroke (and wing size). That is good in theory, but you have overlooked a MAJOR detail! If I go out and mill my head, degree my cam, add a timing advancer and a power commander box, I have spent more money on my motor and I'm still at 600cc and therefor can weigh 750. Now the budget racer is at a disadvantage, which is exactly what you're trying to avoid! Just my thoughts, please correct me if I'm wrong!
