No, spells are simply another name for prayer - you ask for something, help, whatever. When someone thinks a spell has been put on them it is simply THEIR mind creating the effects. The mind is a powerful tool, if I can convince someone that I have cast a spell on them, it is amazing what can be done. But honestly, it is no diferent than the power of suggestion... It is just when the word "spell" is attached, it makes the person it is cast upon a heck of a lot more open to the suggestions. A spell can no more harm or help a person than a prayer can. You get out of religion, faith and the deity(ies) what you put into it. You get out of spells whatever the mind of the person you are casting against allows him or herself to believe.
But then again, since the Wiccan Rede and Threefold Law are pretty much against harming others or having them do something against their will, we should not be casting spells on others - just in case it is real and not the power of suggestion on an impressionable mind.
