There is a blind man working at my work place on a different floor. I have never talked to him before. But, after a long time, last month, I gathered the courage and asked him the same questions. He said that since he was blind since birth, he cannot see or can not even dream. He does not know the difference between black and white. All he knows is darkness behind the eyes. I did notice that his eyes were totally glassy and icy - meaning with no life energy whatsoever in his eyes. He was very pleased to share the information. It was very stirring to talk to some one like this and compassion filled my heart.

He did mention that some blind people can see dreams and light if they were NOT blind from birth. The memory of colors remains in their mind and can dream and imagine in colors &/or black and white. So, it can be extrapolated that if they knew colors then they may see the third eye.
