Who knows. My guess is Yogananda made the changes--he made alot of them before he left that were implemented a couple years after he left. It looks fishy and I like it the old way better but the truth is that he said they had to make things tighter after he left.

He said only monastics should give kriya (excepting the yogacharyas that were permitted by him directly) after he left. That only monastics could be the president after he left. He said the ashram had to be organized after he left also--it would never be organized so long as he was there. Kriyas were not given out as easily.
