Yes, he did say that many times (I have 10 of his books)that to get realization the kundalini must be awaked and taken to sahasrar, whether it be via the vehicle of bakti yoga, jyana yoga, it doesn't matter. Obviously if this is the case then kundalini yoga should be focused upon, but none of his chelas seem to do so. Neither do they describe the events in kutasta except merging with a moon like light and a few words about bindu. Maybe this is oral teaching only. One thing is for sure, Yogananda is the only one who wrtes about the real kutasta as it appears and the necessity to penetrate the star.

Sivananda (and Neem Karoli Baba also) were adamant that people focus on karma and bakti yoga to get purity of heart (chittwa)1st before doing intense dhyana to awaken kundalini. He said that when you do these 2 yogas enough the kundalini will awake by itself at the right time and go up by itself. Jesus said the pure of heart will see God--it seems to mirror it. He said pre-mature awakening is not desirable, let alone fully possible (Sivananda).

Neem Karoli Baba would not often let devotees learn meditation, and when they started mefditating on him in his presence he would sometimes interrupt them and say their body was not strong enough to take more than a few minutes of meditation. You can read that in the book "Miracles of Love" written by Ram Dass, which I highly recomend. These are stories about Neem Karoli Baba.
