Personally, I think a lot of it is to do with having presence on the floor and being able to entertain. If you cant entertain and keep the audiences' attention then forget it. You can have a gymnast who can pull all moves off but if she doesnt have presence she wont go far. Not many rhythmic gymnasts - International and National do not have any presence at all.
