From what I've read, Rose adored Ethel (though she didn't like Ethel's lavish spending habits -- the Kennedys were notoriously cheap) and Ethel wanted so much to be a Kennedy she just had this great respect for her mother-in-law. Couple that with the fact that the Skakels didn't really care for the Kennedys, which estranged Ethel from her own family, (not to mention Ethel's parents perished in a plane crash in 1955) and Rose more or less became Ethel's surrogate mother.
