Removing your frenulum would make your penis less sensitive and this is why men are looking for alternatives to radical surgeries.I do not think it matters if you do the tying above or below the veins but you should try to avoid any large veins and if there are any large veins where you want to do the tying you should go to a doctor so that they can be cauterized to stop the bleeding.
