Well, you can use it - but other than aiding as a lubricant - which is a good thing in itself to assist stretching - it won't actually do much.

There is a reason - only the stronger steroids weaken the collagen matrix of the skin to facilitate stretching. When used to treat dermatitis, this is considered a hazard and thus warnings are made about not using it any longer than necessary and it is restricted to prescription for safety. In this case however, it is exactly what is desired, and can/ should be used as long as necessary to obtain the desired result.
