This was an article from the St. Petersburg Times Newspaper on Sunday.
The Business Section asked readers for ideas on "How Would You Fix the
Economy?" I thought this was the BEST idea. I think this guy nailed it!

Dear Mr. President,

There's about 40 million people over 50 in the work force -pay them
$1 million each severance with the following stipulations:

1) They leave their jobs. 40 million job openings - Unemployment fixed.

2) They buy NEW American cars. 40 million cars ordered - Auto Industry fixed.

3) They either buy a house/pay off their mortgage - Housing Crisis fixed.

Can't get any easier than that!

GMA to open San Fernando airport in La Union
Updated March 16, 2009 12:00 AM

MANILA, Philippines - President Arroyo leads today’s inauguration of the newly upgraded San Fernando Airport in La Union that is seen to boost tourism and investment opportunities in the North.

The President is expected to plane in La Union this afternoon, accompanied by Cabinet members for the opening rites.

On hand to welcome the Chief Executive are Bases Conversion and Development Authority (BCDA) president and CEO Narciso Abaya, La Union Gov. Manuel Ortega, Rep. Victor Ortega, San Fernando Mayor Pablo Ortega, and the BCDA and Poro Point Management Corp. (PPMC) board of directors.

The San Fernando Airport is part of the Poro Point Special Freeport Zone (PPSFZ) being managed by the PPMC, a subsidiary of the BCDA. The BCDA bankrolled the P565-million airport upgrade project.

Abaya said the resumption of operations of the San Fernando airport will further strengthen Poro Point’s appeal in attracting more investments and tourists, thereby generating more job opportunities for the people of La Union. “Increased investments and tourist spending augur well for the economy of La Union,” Abaya said.

PPMC president Felix Racadio said the Phase I airport upgrade project included removal and leveling of a hill, runway widening, overlay of taxiway, fencing, construction of a new control tower, renovation of fire station, provision of aeronautical ground lighting system, installation of an automated weather observation system, and air traffic control console equipment.

“The upgrade meets the International Civil Aviation Organization (ICAO) standards and enables the airport to accommodate larger planes like the Boeing 737 and Airbus 320,” Racadio said.

PPMC executive vice president and chief operating officer Anthony C. Manguiat said the resumption of airport operations was expected to further increase passenger and cargo traffic which, in turn, would boost the economy of La Union and neighboring provinces.

“The San Fernando airport will complement the already existing international seaport, thus making Poro Point an ideal site for commerce and tourism,” Manguiat said.

PPMC vice president for airport operations Catherine Bada said that at present, all flights to San Fernando are chartered planes. She revealed that negotiations are going on with commercial airlines for regular domestic flights between Manila and San Fernando, A Manila-San Fernando averaging about 50 minutes.

She added that 15 flying schools are currently using the airport for cross-country training flights.

Thunderbird Resorts director for marketing Cheryl Arnold said the airport upgrading augurs well for the growth of the tourism industry in the North, notably Baguio, Pangasinan and Ilocos. Thunderbird contributed P55 million of the P565 million allocated by the BCDA for the upgrade of the San Fernando Airport,

President Arroyo also presided at the inauguration in May last year of Thunderbird Resorts, featuring a luxury hotel and a world-class nine-hole golf course meant to put La Union at the world map of major tourist and recreation destinations. Prior to the completion of the hotel and the golf course, Thunderbird completed and operated a 75-seat fine dining restaurant and entertainment complex. Thunderbird leased 65.5 hectares in the freeport which was developed into a leisure resort, sports, entertainment and tourism complex.

Airline starts commercial flights at Vigan airport
By FREDDIE LAZARO
March 22, 2009, 10:07pm

VIGAN CITY — Regular flights of inter-island commercial airlines officially started at the Mindoro-Vigan domestic airport here last Thursday.

At least a twice-a-week travel has been set by Inter-Island Airlines Co. on its 60-seat airplane. Its flight schedules are as follows:

From Manila domestic airport to Vigan, every Thursday and Sunday afternoon from 4 to 5:15, and the return flight from Vigan to Manila, every Friday and Monday morning from 7 to 8:15.

During the inaugural flight of the 60-seat Inter-Island Airlines plane last Thursday, the aircraft landed at 5:45 p.m. Aboard the inaugural flight were 34 passengers led by Ilocos Sur Gov. Deogracias Victor "DV" B. Savellano and Rep. Ronald V. Singson.

Residents, government officials, businessmen, local media people and students trooped to the domestic airport to welcome the first flight of the commercial airline in Vigan.

Savellano said it was a breakthrough for the province of Ilocos Sur to have commercial flights at the Mindoro-Vigan Airport. The fare for one-way travel is R3,450.

"Our province, which is considered as heritage province due to its UNESCO recognized sites such as the Sta. Maria church and the century-old houses in Vigan City has a lot to show when it comes to tourism. With the flights of domestic airlines at the Mindoro-Vigan airport, this will hasten the visit of tourists here," Savellano said.

"With the the flights of Inter-Island Airlines, the province of Ilocos Sur and Vigan City will become more accessible to foreign and domestic tourists and investors, and this will contribute to the improvement of our trade and industries," Savellano said.

Savellano also said that if more tourists arrive in the province, the private transport sector and producers of unique local products will be greatly benefited, and so the operations of commercial flights at the local airport will generate jobs and income for the residents

Subject: E-Jeepney - Could this be the answer to the pollution problem in the Philippines?

E-Jeepneys - what a great concept for the environment and it is good to hear that the concept is being realized and now being tested in the Philippine roads. These electric powered jeepneys will definitely help reduce pollution in the Philippines. I do think that it is about time for the antiquated diesel powered jeepneys to be replaced by a more environment friendly mean of transporation such as the e-jeepneys. Not only that they reduce carbon emission but would also help eliminate noise pollution since they don't make noise. These jeepneys would also be cheaper to maintain and operate thus improving the income of the folks in the transport business. Let's hope that these e-jeepneys would also ply the towns and cities in the provinces not only in Metro Manila and other big cities. I read somewhere that that they will also start making electric tricycles and motorcycles soon in the Philippines. If things go well as envisioned by the environmental groups in the country, who knows maybe the next time we go home for vacation, we will already be seeing them plying the streets in our town. I just hope that the e-jeepneys will be accepted and supported by the people. GO GREEN PHILIPPINES!

Green group to make more electric jeepneys
By Mike Frialde Updated March 10, 2009 12:00 AM

MANILA, Philippines - An environmental group advocating alternative energy solutions yesterday re-launched its electric-powered jeepney that it claims could help solve the pollution problem of Metro Manila.

According to the Green Renewable Independent Power Producer (GRIPP), its 14-seater electric-powered, four-speed jeepney will not cause any carbon emissions and is a quiet ride.

First introduced in Makati City in July 2008, the electric jeepney will now be built on a large number by the Philippine Utility Vehicle Inc. (PhUV). The electric jeepney was re-launched yesterday at the Eco Store at The Fort in Taguig City.

PhUV will assemble the manual transmission, 14-seater electric jeepney to the specifications of the buyer. According to PhUV, the 5-kilowatt electric jeepney is available. PhUV said the 7.5 kw model, which will soon be produced, has the power to go up the streets of Baguio or Tagaytay.

"We have been waiting for a like-minded partner and we saw that in PhUV," said GRIPP spokeswoman Yvonne Castro. "So we are ready to roll out more electric jeepneys in the next few months."

According to GRIPP, it decided to produce more electric jeepneys after the Land Transportation Office (LTO) allowed its first unit to be registered last October.

For its part, PhUV said it is eager to share its technical expertise with the GRIPP on its electric jeepney project. "I think going green is the way to go. We are very proud to be able to help the environment through our expertise in vehicle parts manufacturing and vehicle assembly," said Rommel Juan, PhUV director and general manager of MDJuan Enterprises, exclusive assembler of the e-jeepney.

Priced at P625,000 per unit, the 14-seater e-jeepney is cheaper than a second-hand 22-seater diesel-powered passenger jeepney or a brand-new unit, which sells at P1 million.

Juan said that in the long run, the e-jeepney will be cheaper since only the batteries need to be replaced. "You don't need an oil change and there are fewer moving parts," he said.

Juan said the batteries used by the e-jeepney are locally manufactured and are the same ones used for golf carts. The e-jeepney uses 12 six-volt batteries, priced at P6,500 each, which need at least eight hours of charging on a 220-volt outlet. One battery can last two to three years before it needs to be replaced.

According to GRIPP, their target buyers at the moment are mainly resort owners. However, they are also looking at urban buyers.

"People in the cities create five times more carbon dioxide and help speed up global warming," it said in a statement.

Owners of jeepneys and vehicles with gasoline or diesel engines can have their vehicles converted to use batteries for P300,000, GRIPP said, adding that there are 250,000 passenger jeepneys in the Philippines that consume 4.8 million barrels of diesel fuel per year.

The FBI had an opening for an assassin .

After all the background checks, interviews and testing were done, there were 3 finalists:

Two men and a woman.

For the final test, the FBI agents took one of the men to a large metal door and handed him a gun and said, 'We must know that you will follow your instructions no matter what the circumstances. Inside that room you will find your wife sitting in a chair .. . . Kill her!! '

The man said, 'You can't be serious. I could never shoot my wife. ' The agent said, 'Then you're not the right man for this job. Take your wife and go home'

The second man was given the same instructions. He took the gun and went into the room. All was quiet for about 5 minutes. The man came out with tears in his eyes, 'I tried, but I can't kill my wife'. The agent said, 'You don't have what it takes. Take your wife and go home'.

Finally, it was the woman's turn. She was given the same instructions, to kill her husband. She took the gun and went into the room. Shots were heard, one after another. They heard screaming, crashing, banging on the walls. After a few minutes, all was quiet. The door opened slowly and there stood the woman, wiping the sweat from her brow.

'This gun is loaded with blanks' she said. 'I had to beat him to death with the chair'.

MORAL:

Women are crazy. Don't mess with them.

A father passing by his son's bedroom was astonished to see the bed nicely made up and everything neat and tidy.

Then he saw an envelope propped up prominently on the pillow. It was addressed, "Dad". With the worst premonition, he opened the envelope and read the letter with trembling hands:

Dear Dad,

It is with great regret and sorrow that I'm writing you. I had to elope with my new girlfriend because I wanted to avoid a scene with you and Mom.

I've been finding real passion with Joan and she is so nice. I knew you would not approve of her because of all her piercings, tattoos, her tight motorcycle clothes and because she is so much older than I am but it's not only the passion, Dad, she's pregnant.

Joan says that we are going to be very happy. She owns a trailer in the woods and has a stack of firewood, enough for the whole winter. We share a dream of having many more children.

Joan has opened my eyes to the fact that marijuana doesn't really hurt anyone. We'll be growing it and trading it with the other people in the commune for all the cocaine and ecstasy we want.

In the meantime, we'll pray that science will find a cure for AIDS so Joan can get better; she sure deserves it!

Don't worry Dad, I'm 15 years old now and I know how to take care of myself. Someday, I'm sure we'll be back to visit so you can get to know your grandchildren.

Your son, Chad

P.S. Dad, none of the above is true. I'm over at Tommy's house. I just wanted to remind you that there are worse things in life than the report card that's in my desk drawer.

I love you! Call when it is safe for me to come home!

Don’t Punish the People

Look for other alternatives to solving budget deficits. Stop punishing the citizenry for government blunders and irresponsibility.

Here are practical budget skimming tips for government officials (mayors, governors, senators, judges, etc.):

• Go down the staff roster one by one and eliminate positions that can be crammed into one title. By doing this, about 50% of staff salaries can be eliminated.

• Cut corners everywhere – on utilities (switch off gadgets and lights not in use); on materials like paper, pens, pencils, toiletries; on conferences or meetings (hold them in the premises, not in restaurants or rented places); on travels(cut all junkets); on space (lock unused rooms); on social events (limit parties); and on per diems (stop cheating on this).

• Cut down hours on use of public places such as beaches, parks, libraries and others that need hired security people.

• Drop all welfare programs that will force able-bodied beneficiaries to work.

• Downsize documentation chores by availing of electronic mechanism.

• Rally together businesses to significantly cut costs of prime commodities, in as much as gas prices which were the reason for increased prices have significantly decreased. The weakened purchasing power of the dollar that was affected by spiraling gas prices must return to its value prior to the gas crisis. (This is the lead that is sinking the population deeper into despair.) Costs of prime commodities such as food, energy, transportation, building materials, health care, and many more must all return to affordable rates compatible with prevailing salaries/pays.

• Keep and attract businesses with lowered taxes and deregulation (minimize red tape). Regulated taxes enable businesses to pump into the company more capital that translates into quantifiable growth ranging from employment expansion to product and service diversification. When people draw salaries/pays, they have the cash to spend and, in turn, allow the companies to advance. People can also save and later join in as budding entrepreneurs, thus generating more jobs that fuel the economy.

• Deunionize work force. Eliminate third parties in hiring. Encourage workers to progress by merit system.

• Set stiffer regulations for big health care providers who are just there for the big profits. Affordable healthcare is a big boost to greater profits.

• Provide attractive incentives for medical professionals who organize privately to provide healthcare at very reasonable rates.

• Invite back all outsourced businesses and entice them with hard-to-ignore incentives. (By the way, with the broken economy, who is now buying products of outsourced companies? No one! Had those outsourced jobs been confined here, working people would have had the money to buy the manufactured products they sent back home, and would have enabled the economy to progress. Without buyers, business halts and business dies. This phenomenon was an oversight completely hidden from those entrepreneurs that outsourced their businesses. Who suffered the consequences of this unforeseen oversight? Everybody, including them.)

• Overhaul staff shifts: 10-hour work-day, 4 times a week; 36-hour instead of 40-hour full-time week (eliminate all overtime hour).

. Require all prisoners to earn their keeps by having them do all prison chores and by fielding them out under strict surveillance to do road/street upkeep and other public-based tasks.

• Expedite the legal process (employ arbitration for light cases solvable amicably).

• Unclog all drains preventing small businesses to grow and prosper, and give them a lot of incentives

The easy way out for lawmakers has always been more taxes. In these critical times, everyone, especially the citizenry, needs alleviation from taxes, not more taxes. Imposing more taxes on an already heavily burden population is tantamount to double murder.

For several years, a man was having an affair with an Italian woman. One night, she confided in him that she was pregnant.

Not wanting to ruin his reputation or his marriage, he paid for a large sum of money if she would go to Italy to secretly have the child.

If she stayed in Italy to raise the child, he would also provide child support until the child turned 18. She agreed, but asked how he would know when the baby was born.

To keep it discrete he told her to simply mail him a post card and write “Spaghetti” on the back. He would then arrange for the child support payments to begin.

One day, about 9 months later, he came home to his confused wife. “Honey,” she said, “You received a very strange postcard today.”

“Oh, just give it to me and I’ll explain it later,” he said. The wife obeyed and watched as her husband read the card, turned white and fainted.

On the card was written:
Spaghetti, Spaghetti, Spaghetti, Spaghetti, Spaghetti
Three with meatballs, two without.
Send extra sauce.

Remember Lee Iacocca, the man who rescued Chrysler Corporation from its death throes? He's now 82 years old and has a new book, 'Where Have All The Leaders Gone?'.

Lee Iacocca Says:
'Am I the only guy in this country who's fed up with what's happening? Where the hell is our outrage? We should be screaming bloody murder! We've got a gang of clueless bozos steering our ship of state right over a cliff, we've got corporate gangsters stealing us blind, and we can't even clean up after a hurricane much less build a hybrid car. But instead of getting mad, everyone sits around and nods their heads when the politicians say, 'Stay the course.' Stay the course? You've got to be kidding. This is America , not the damned, 'Titanic'. I'll give you a sound bite: 'Throw all the bums out!'

You might think I'm getting senile, that I've gone off my rocker, and maybe I have. But someone has to speak up. I hardly recognize this country anymore.

The most famous business leaders are not the innovators but the guys in handcuffs. While we're fiddling in Iraq , the Middle East is burning and nobody seems to know what to do. And the press is waving 'pom-poms' instead of asking hard questions. That's not the promise of the ' America ' my parents and yours traveled across the ocean for. I've had enough. How about you?

I'll go a step further. You can't call yourself a patriot if you're not outraged. This is a fight I'm ready and willing to have. The Biggest 'C' is Crisis! (Iacocca elaborates on nine C's of leadership, with crisis being the first.)

Leaders are made, not born. Leadership is forged in times of crisis. It's easy to sit there with your feet up on the desk and talk theory. Or send someone else's kids off to war when you've never seen a battlefield yourself. It's another thing to lead when your world comes tumbling down.

On September 11, 2001, we needed a strong leader more than any other time in our history. We needed a steady hand to guide us out of the ashes.

We're running the biggest deficit in the history of the country. We're losing the manufacturing edge to Asia , while our once-great companies are getting slaughtered by health care costs. Gas prices are skyrocketing, and nobody in power has a coherent energy policy. Our schools are in trouble. Our borders are like sieves. The middle class is being squeezed every which way.
These are times that cry out for leadership.
But when you look around, you've got to ask: 'Where have all the leaders gone?' Where are the curious, creative communicators? Where are the people of character, courage, conviction, omnipotence, and common sense? I may be a sucker for alliteration, but I think you get the point.

Name me a leader who has a better idea for homeland security than making us take off our shoes in airports and throw away our shampoo?

We've spent billions of dollars building a huge new bureaucracy, and all we know how to do is react to things that have already happened.

Everyone's hunkering down, fingers crossed, hoping it doesn't happen again. Now, that's just crazy. Storms happen. Deal with it. Make a plan. Figure out what you're going to do the next time.

Name me an industry leader who is thinking creatively about how we can restore our competitive edge in manufacturing. Who would have believed that there could ever be a time when 'The Big Three' referred to Japanese car companies? How did this happen, and more important, what are we going to do about it?

Name me a government leader who can articulate a plan for paying down the debit, or solving the energy crisis, or managing the health care problem. The silence is deafening. But these are the crises that are eating away at our country and milking the middle class dry.

I have news for the gang in Congress. We didn't elect you to sit on your asses and do nothing and remain silent while our democracy is being hijacked and our greatness is being replaced with mediocrity.

What is everybody so afraid of? That some bonehead on Fox News will call them a name? Give me a break. Why don't you guys show some spine for a change?

Had Enough? Hey, I'm not trying to be the voice of gloom and doom here. I'm trying to light a fire. I'm speaking out because I have hope - I believe in America . In my lifetime, I've had the privilege of living through some of America 's greatest moments. I've also experienced some of our worst crises: The 'Great Depression,' 'World War II,' the 'Korean War,' the 'Kennedy Assassination,' the 'Vietnam War,' the 1970's oil crisis, and the struggles of recent years culminating with 9/11.

If I've learned one thing, it's this: 'You don't get anywhere by standing on the sidelines waiting for somebody else to take action. Whether it's building a better car or building a better future for our children, we all have a role to play. That's the challenge I'm raising in this book. It's a "Call to Action" for people who, like me, believe in America '. It's not too late, but it's getting pretty close. So let's shake off the crap and go to work. Let's tell 'em all we've had 'enough.'

Processing of qualified WW II veterans set to start in Ilocos Region

Freddie G. Lazaro

VIGAN CITY – Eligible Filipino World War II (WW II) veterans, who are residing in the Ilocos provinces, are set to submit their documents in support to their claims for the benefits awarded by the United States (US) government at the regional office of the Philippine Veterans Affairs Office (PVAO) in San Fernando City, La Union from Feb. 24 to 26, it was learned.

According to PVAO Ilocos Sur Provincial Officer Vicky Antiporda, the qualified veterans are entitled for the lumpsum benefit that was included in the US economic stimulus law, as provided for in the American Recovery and Reinvestment Act signed by US President Barack Obama last Feb. 17.

The recently US signed law, which recognizes the sacrifices of Filipino war veterans in active service with the US military, authorized the payment of ,000 to war veterans with US citizenships and a one-time ,000 benefit for non-US citizen war veterans.

It was gathered that the total amount for the benefits is 8 million.

As this developed, Antiporda requested that all Filipino WW II veterans must bring the following documents, such as passport, driver’s license, Senior Citizen ID, Bureau of Post ID, Voter’s ID, VA claim number, Service Number, Philippine Veterans Affairs Office claim number, Philippine Veterans Affairs Office Pension bank account number, and US passport, if a US citizen.

"I advise the WWII veterans from Ilocos Sur to first visit our provincial office at the Capitol for further review and verification of their documents before they submit these documents to our regional office in San Fernando City, La Union," she said.

"We also encourage all WW II veterans from Ilocos Region to apply in person at our regional office on February 24 to 26 this year. If a veteran is unable to appear in person, the US Department of Veterans Affairs Manila Regional Office will arrange to obtain the application in an appropriate manner. Claims from spouses, widows, and children of Filipino WW II veterans will not be accepted," she said.

Records show that around 250,000 Filipino WW II veterans were originally listed but the number lowered to 18,000.

Of the 18,000 Filipino veterans mentioned, about 12,000 were believed to be residing in the Philippines.
