The columnist Hussain Ahmed Piracha appeaing the other day appeared on PTV World Morning News stated that again and again governments had given shock to the confidence of Overseas Pakistanis (OPs) and that no Department concerned has any interest with OPs. This is what high profile Chairman Public Accounts Committee observed early this year that Ministry of Labour & Manpower and Overseas Pakistanis Foundation has no interest with OPs. Previously only Federal Governments always raised slogans about non existing “love, care, affection, wishes’ for OPs but of late now the provincial governments have too joined in this game in as much local governments have taken seat on this train. Chief Nazim Karachi Naimat Ullah Khan is repeatedly asking OPs to invest in Karachi. Sindh Government is one of them. But has any one of them really any “real’ interest with Overseas Pakistanis?

The answer is Mehran Town Housing Scheme Karachi established in 1973-75 exclusively for Overseas Pakistanis. 100% payment in foreign exchange was obtained. The scheme was never ever nakedly developed but the financial files of KDA will show stomach of site having consumed a lot of hard cash. The site is today unworthy for living of human being. A large part of land for which payment was received by KDA and allotment letters issued under some modus operandi was “handed over” to a private housing scheme by Sindh Revenue despite knowing KDA had allotted these plots to OPs. Since such things are done under wishes of “very big guns” hence KDA despite knowing it has obtained payments from OPs at the time when double allotment was being made and duplicate allottee was erecting boundary walls remained silent so let the “hand over” get firm foundations. When the OPs were deprived of their allotted plots, the KDA half heartedly just to complete the file formalities started a “show piece battle”.

The Sindh High Court’s dismissing the KDA case against said private housing scheme does not surprise any. But real point to ponder is Sindh Government which at present is showing its well wishing heart for OPs welfare and is inviting them to invest in Sindh where their money is claimed to be very safe, its Advocate General instead of speaking in favour of OPs who have since 20 years paid full money and hold allotment letters spoke against KDA and in favour of private housing society which technically means against OP allottees.
