Subject: NEW ISLAMABAD CITY FOR RICH, NEW ISLAMABAD HOUSING SCHEME FOR POOR


RICH AND POOR NEW ISLAMABAD CITIES

It is generally believed today’s world is for rich and not for poor. It is hundred percent true as far as in our beloved country is concerned. The news media which is treated as public watchdog in this regard including the one Lahore based claiming “where there is injustice its investigation team is there” and the other having moto “Saying Kalima Haq Before Jabar Sultan is better than Jihad” mostly have space for issues concerning elite and not poor. The example is New Islamabad City housing project of elite/rich which every newspaper of Pakistan of and on touches, even voices are heard in parliament. But in all these year at least I have not seen even a single each space given by any newspaper of Pakistan for the New Islamabad City of poor down trodent people. I am sure the rich editors even do not know about the project of the poor. During the last 3 years almost all newspapers on the subject have been addressed by some aggrieved but none had space because it is a matter of poor.

3. In 1993 in major newspapers an advertisement appeared for allotment of Plots in New Islamabad City situated at Chakri Road Rawalpindi. This is not that project in which Asif Zardai’s name is alleged. It is a separate project consisting of small plots on chakri road floated by a company then having the office in an Islamabad residential bungalow and which company till now has twice changed its company name. The advertisement quoted clearance for the housing scheme from Rawalpindi Development Authority quoting clearance certificate No. RDA/DTP/24/83 dated 19.06.1993. Feeling since Rawalpindi Development Authority has given the clearance the poor labour class people started applying. It was in 1993. People kept on depositing progressive installments. But when people go to site there is hardly any substantial development.

Some aggrieved approached Rawalpindi Development Authority (RDA). First as is usual RDA remained silent. When matter was pursued through different levels including that of Punjab Ombudsman for the first time RDA came out with a reply of no sense that it warned the public in 1992 that New Islamabad City was not approved by RDA. But RDA did not answer the question it warned the people in 1992 and later in 2000 whereas the advertiser advertised and claimed in 1993 RDA clearance of June 1993. Then why when advertisement appeared in 1993 RDA did not came out again informing the public that the reference quoted by advertiser was misleading. It issued warning in May 2000 seven years after the public had put their money in the scheme.

Government organisations contradicts or clarify their positions immediately. RDA remained silent for seven long year? The matter went to Dy. Commissioner Rawalpindi through Punjab Ombudsman. In his report submitted to Punjab Ombudsman the DC stated that there is no board or any sign indicating Housing Scheme in the name of New Islamabad City and there is no development work at site. The concluding last one line paragraph of the report singed by DC reads “The owner as well as its housing scheme is, no doubt, fraudulent and fake”.

The most shocking and which should be a serious concern of citizens of this country is that after observing and finding that scheme was a fraud neither the DC nor the protector of citizens right Punjab Ombudsman desired to take or advise any further action to check (I) why RDA remained 7 years sleeping when its name was misleadingly used (ii) what should the State namely DC, local government, Tehsil Council, police, board of revenue now do to protect the money of the public while correct name address of the owner of the land who advertised the scheme is mentioned in the DC’s Report. The DC and Punjab Ombudsman have only distributed the copies of Report without any such specific instruction directive or a decision.

Perhaps because this is a New Islamabad City where depositors are from lower class and since the other New Islamabad City scheme which has directly or indirectly some concern with CDA and National Housing Authority etc belongs to rich upper class hence its voice is so often heard both in press, parliament and from government circles. It may be worth mentioning that Overseas Pakistanis Foundation repeatedly addressed this to NAB and two overseas Pakistani complainants themselves repeatedly addressed NAB but not a single response ever received.
