Anyone at FHANA should be able to help you out. I don't know who your Rep. is, but I know that Vice Prez. Marc DiLeo is pretty good at getting back to members about these types of things. He can probably put you in contact with the correct people to help you out. You can e-mail him at: friesianfire@gmail.com.
Rest assured that this is not that uncommon an issue, registration and transfers have always been something of a complication for FHANA when sellers don't do their part correctly.
