You may train a head set in Quarter horses and the like (I don't know)but in English style riding (which is generally what friesians do) you do not train the head. You train the horse, the position of the head/neck evolves with training.
Readers may be confused about what you are hoping to do with your horse and what type of riding he is being trained for, this may be why you have not had any replies to your query.
