Some horses are just not as dark as others. If it is due to sunbleaching, than keeping them out of the sun is the only foolproof option. Black as Knight has had mixed reviews from what I've heard, but you have to give it more than a month to start working, since it is a dietary supplement. Basically, there isn't really a quick fix. If you can't keep your horse in during the day from the start of the summer, then bleaching is somewhat inevitable, and you may have to resign yourself to a brownish horse.. which isn't bad..and at a normal show you shouldn't get significant points off for hair color.
