Yes, foals of purebred, Studbook mares, and purebred unapproved, FPS Foalbook stallions would be registered in the B-Book. (I believe B-Book II)
Is it a good idea to buy them? That depends on the buyer and their plans. There is something of a stigma attached to the B-Book offspring, as it kind of negates the purpose of the FPS in it's painstaking selection process. The approved stallions are put through the ringer in everything from conformation, gaits, and sport ability, to stall manners and personality.

By breeding to an unapproved stallion, you get no guarantees, so it is extremely important to know what you're looking at if you decide to go that route. Alot of stallion owners start breeding just because they can...not neccissarily because they should.

If you are interested in ever breeding your horse within the FPS, or starting a sucessful FPS breeding program, in which your goal is to sell foals, then it is probably not a good idea to buy a B-book horse. A B-Book II horse, while given an ID code, is not eligible for any award in status (such as Ster), and any offspring they may have will be at a disadvantage. The generations (provided that they have approved sires thereafter) will have to climb their way back into the Studbook. Even in B-Book I: "A horse whose ancestors were registered in B-Book I may be transferred to the Studbook if the father, grandfather and great-grandfathers were all studbok stallions and if the horse meets the qualifications for Studbook entry." On the other hand, if you are looking to buy a Friesian as a buddy, trail -riding partner, etc. and don't particuarly have ambitions for breeding, then a B-Book horse may be as good a choice as any other.
