Subject: Yearling...size?

I have a Friesian that turned 1 year old on April 19th. He is 14.3 and looks to have a hay belly. We are in Iowa and just coming out of winter. He gets free hay and grained with 12% protien grain 2 times a day. Is this the right size? His mom is 16.1 his dad is 15.3. Does he seem to be smaller than he should be? Thanks for any help you can give me.
