If you are just looking for basic registration, go ahead and contact FHANA. You will have to shell out a bit of money, but they will be able to run a DNA test for you to determine whether your horses are full blooded at least and (I'm not sure about this) if the parents are registered with the KFPS.

From the sounds of it, the stallion is not KFPS approved for breeding so the foal will not be eligible for the KFPS studbook, but he/she will be enterable in the foal book. All purebred Friesians are recognized by the KFPS, they will just remain in the foalbook if the breeding status of the parents is in question.
Does the previous owner know the bloodlines of the mare you purchased? That information will help.If momma turns out to be sired by an approved stallion, chances are she'll be able to be registered in the KFPS studbook proper.

So from what we know, the foal is not registerable in the studbook proper, the mother may be. If you have your heart set on getting them both in a studbook, but they aren't eligible for the KFPS you can alway contact the many other small registries which have popped up around the USA.
