I have a treatment for sweet itch if you find that's what it is.
One client used it on a mare she bought who had horrible sweet itch. Incredible results. The mare used to be raw in several parts of her body including the entire underside of her belly. She'd also rub out her entire mane. The mare now has a full glorious mane, and no hair missing and remains comfortable throughout the summer months.
Icelandics are prone to sweet itch as well and I have several people using this treatment with good results.
