If it is almost entirely gone, then you might as well just buzz cut it completely off. Aghhh! you say? My friend who is a Friesian trainer had this happen one year, the mare they were preparing for the keur rubbed her mane completely out except for a few wisps. There wasn't much they could do to make it look good, there was too little of it left, so they just shaved it completely off.
If I recall correctly, the mare went Ster despite her lack of mane. After all, hair isn't everything... they can look at her feathers and tail to tell how full her hair is, and better to make her look neat and cleaned-up rather than leave the wispies which will just make her look rag-tag.

I guess it depends on exactly -how- much she rubbed out...
