Any foal can get his/her Foalbook papers without being inspected. Entry into the Foalbook is a purely technical procedure, based on the foal's bloodlines. If he/she is a purebred FPS Friesian then that horse can be entered into the Foalbook no matter what. The owner simply has to send in the appropriate paperwork and proof of the foal's bloodlines (DNA hair sample), and a microchip will be issued to be implanted in the foal.. officially making that horse a part of the registry.

The Inspection of foals isn't necessary for registration, but it is encouraged as it allows the judges to rate the quality of horse as a foal (which also somewhat impacts the foal's parents) and gives the owner some indication of quality, though often it isn't any significant indication of what the horse will be like as an adult.
